Stylesheets are just text files, and they depend on bits of (X)HTML to actually do something. You'd be better off reading up on CSS at a tutorial site like http://www.w3schools.com/ and writing it by hand in NotePad or some other text editor.

A good site to learn CSS is for example http://www.css4you.de or try #css on QuakeNet.
