[Help] Vector Art/Tuturial

Ok, this is probably a really long shot. Some time ago i was browsing some website from someone i can't recall. That website had a very simple tuturial about making a photograph looking like a vector art type of picture just by using Photoshop filters. Anyway, i never though i would want to use that so i didnt bookmark the website and now i can't remember what it was. Anyway, since it was either from a link i saw here at custo or at devart, i thought maybe (and by a long shot) someone might know which tuturial (and or website) im talking about.
f that's the case, please link me.

if you have illustrator, you can use autotrace maybe. but for photoshop, yeah, use cut-out and adjust the number of levels to get the detail you want, then go to work with the colors. but it'll look a whole lot better if you use the pen tool to do a pseudo-vector in photoshop (i wasn't sure how long you wanted to spend on this sort of thing, i assumed not too long since you wanted to use filters).

Yeah, i wasn't thinking about spending much time on this and remembering that tuturial kinda made me want to try it out on a little project i have. I have ilustrator and photoshop so if the filter thing doesn't turn out to be good enough, i'll go in deep with Ilustrator.
