with all the fancy eyecandy they put into vista, i understand that it will require some computer power to run smoothly, but can you turn all the fancy stuff off? and will you still need a powerful computer even if the eyecandy is turned off? what i'm asking is really, is the system requirements what is necessary for running all the eyecandy, or for the system itself? or maybe both?

Yes, you can, i've seen some shots of Vista Classic (with it's ugly Start Button). And apart from that i think that only the glass and 3d stuff will require much resources, the black theme will probably be just like Luna, if Microsoft wants to make some money of it.
You can turn off all the fancy stuff off with no problem. You have 3 options as far as the interface is concerned: 1) You can use Aero Glass, which has all the nifty glass effects and such. 2) You can use Aero Basic, which is pretty much like an XP theme. 3) You can use Classic, which is pretty much like old school windows.
The more effects you turn off, the less resources it uses up.
TGTSOFT's Stylebuilder has a Vista beta I do believe... Maybe I'm mixing it up with the 64-BIT version. Oh I don't know. I dont see the reason for getting Vista. Most of the features it has can be obtained with ther programs. Just sayin'.
I thought Vista supposedly had far improved skinning capabilities, so easy that a 3rd party app wasn't really needed.
And, as junky as Vista might be, it won't fail. It'll come prepackaged with all the new computers, and pretty soon, everyone who either doesn't care, or doesn't know anything about computers will be running it.

Basically, I'm using Vista Beta 2 right now, and though it's not as bad as some people are thinking it is, it's still pretty terrible. The only thing convincing me I'm on Vista is if I look down in the corner and see "Windows Vista (TM) Beta 2, Evaluation copy, Build 5384". This new UI has been done before. On XP. With Windowblinds. And I can't even have transparency.
If you want eye candy, go use beryl on linux. Vista is technically the best windows ever, and 99% of the people don't care about the looks at all. With that new window decorations disabled, the requirements are pretty much like in XP.
