changing time/date format

And another newbie question as i'm new to LS but diggin' it already..

Is there any way to change the theme.rc or other config files so you can have another time format. For instance i want 24h clocks, i see default value (in GMS for example) to be hh:nn. I tried modifying to HH:nn but that didn't help.
