the PLEASE revise the Popular Additions petition (another major annoyance)

I think Pep is onto something. Another thing here that is in need of a major overhaul, the Popular Additions feature. Does this thing actually work? I see stuff (crap) up here with no comments or loves everyday & it bumps the actually decent stuff in a matter of minutes.
