Hey...I got the same EXACT problem here since I upgraded to SP3. Could that be the culprit?

I mean, it worked fine when it was just SP2.

Alrights! Okay, I finally got mine working. [Confused], here's what I did:

I repaired my OS from the installation CD to return back my missing themes (ie. Luna/Windows XP Style). Then, get the uxtheme-patch from the link at [xaeroevo] comment above (I'm using SP3 so I downloaded "SP3 Patch"). After that, I quote from [dreamz]:
