just cant seem to get windows to recognize any themes

I have been working on getting some new themes for my recently formatted and reinstalled drive. I first attempted using uxtheme multipatcher for sp2 which ended up not working because my OS was updated to sp3. I then attempted to use the uxtheme patcher for sp3. I hit the patch button. the program said the patched uxtheme.dll was correctly placed etc. so far so good!

I have a couple themes from customize.org that I wanted to try out and pick my favorite. When I went to apply them (right-click desktop, properties, appearance/themes) the only thing it could see were the original windows themes that came with the install. I have tried placing the extracted files into the resources\themes folder and also directly double-clicking the windows visual style files, but to no avail! I am stumped here and would greatly appreciate any help troubleshooting the problem.
