well, for the start bar you can use the newest T-Clock Beta version, or you can use Start Bar Fader. Start Bar Fader can be found on this site, and search google for T-CLock Beta.
Well, for the start bar fader, click right click on the systray icon and select 'options'. from there, you can set your transparancy. You only have to set it that once, and it remembers it.
