i have paint shop pro 7 and Iphoto plus 4 which i`m pretty used to, i need help in psp7 as i don`t know a lot about vectors an layers, if anyone could help me with this stuff that would be so cool

Get rid of the brick background and you've already made a huge improvement. From what I can see, the graffiti itself isn't bad. On a soft gradient or solid background, it would look much better.
