HELP!!

it should be that the layer selected in the layers pallete or whatever should be the only layer i can move right?right.
but now i can rarely move they layer i want to, instead what ever object that is closest to the cursor, or behind the object i want will move...this is very frustrating to me...what is wrong? how do i fix it?

"choose layer automatically"
