I'm not the authority by any means but that looks like a few steps. I also suspect there are many different ways to achieve that effect - blur, transparency, masks and such.

You can have a better effect yet if after the blurring opacity change and masking (if necessary, cos i dont think this is the case) you make the opacity even a little lower and move the layer a little (very little). Usually afterwards i try to play with the layer modes as well (instead of normal, soft light for example)
Legs? Man take a look at those brazilian asses people, american team doesnt envy a lot, but yeah brazilian have sweet asses (lucky my country is next to it)
