style error?

look at this and tell me why some styles dont aplly the skin totally. like in this image (system task, other places). is this an error from me or the skin?

one ather thing: whats XP VISUAL STYLER?

It's the skin. And I don't think it's an error. It's just the author chose not to bother skin those parts, or leave them in "classic style".
