Is there a Miranda plugin that does this?

So I finally got IEView to work on my system, and I'm pretty happy with it. I have my clist_nicer/tweakui setup all worked out too, but there are still some things I'd like to do.

My basic goal is to make the message window a part of the desktop, like my contact list in this screen: http://img.photobucket.com/albums/v163/WeeGee/desktop5-9-200

The background is easy. All I'd have to do is cut out a piece of the wallpaper and set it as the IEView background and it's all good. That doesn't solve the problem of the borders though. Basically what I need is a tweakUI sort of plugin that applies to message windows instead of the contact list. Does anyone know if something like this exists?
