Looking for an app.

umm you could just create a basic litestep config or edit an existing one and then remove everything except the popup and run it at the same time as explorer..

True, I could do that, however I do not want to have two shells. Besides, I want the real Start Menu, not a shortcut menu. I could have sworn I found something like this before. It must have been on Linux though. There are so many more ways to customize the way Linux distro's work.

Very useful app, i did take a screenshot of how it looked on my desktop, but ftp didn't work.

I found the app. PowerPro. Plus it can do so much more.
