there is enough disagreement about most of the skins that end up 100's (even among admins) that something new should be done.
my idea: create a "skin contention" area strictly for admins. admins could add a submission that they think is worthy of a 100 rating, and then it would be up to the other admins to vote, in a certain amount of time, on what they think. its a strictly yes or no vote - no averages. once a certain number have voted it in (say 3 out of the first five to vote), or once a certain amount of time has passed, it will be added to the front page. any skin that enters contention will have a marker signinfying that, and also contain admin comments from 4 to five admins, along with why they voted for/against it.
but then again we cant even manage uploads... ideas for custo v4 i guess.

oops.. didnt mean to sound like a dick. sorry, been reading too much of that stupid 'skins for sale' thread...
but my idea was not to oppose ranking or anything, i dont quite understand where you got that, but to come up with more appropriate choices. like Kaolla - one minute its the top skin, next minute its not. thats one of the things really hurting the site - the inconsistency.
I like it, It makes getting a 100 more challenging (therefore more meaningful) since more than one persons views are incorporated into the final decision
on that: i think we need to fix up the older and more popular sections of the site by re rating many submissions. For example the wp section. There are tons of wps being old and still rated extremely high compared to todays standards. Same goes for winamp. I think we need to be more open for going over that top of rating good stuff low cause all the other stuff may be better. We should be more open to giving #1's

Another idea would be to great a sort of hall of fame, where all the older submissions with higher rankings are pulled out of the regular pool thereby giving newer submissions a chance to move to the top and be seen
