When I learned of this terrible ordeal, I was in utter shock. A terrorist attack....in London? My prayers to the those who have family or friends injured by the bomb. I hope such events do not become a frequent occurence.

The terrorists aren't attacking the world, they are attacking American economic and political terrorism, and the unfortunates who support it, whether by choice or by compulsion.
This is not the first terrorist attack on London, nor the rest of the UK.
London has many times been the target of bombing by the IRA.
In 1973 there were two car bombs, one outside the Old Bailey (The UK's Highest court), and again in 1974. In 1982, it killed 11 soldiers in two attacks on Hyde and Regents parks. A year later, 6 people at Harrods. And in 1992, three people outside the Baltic Exchange in the financial district. In 1993 at Bishopsgate there was a truck bomb. The most recent attacks were London Docklands and Manchester in 1996.
Our authorities were prepared for this attack. I had a conversation a while ago with an officer in the anti-terrorism unit from Scotland Yard. She told me the UK police more or less knew there would be successful attacks in London. They couldn't predict when or where, but there were procedures in place to deal with the aftermath. Those plans came into effect yesterday.
The emergency services coordinated a magnificent response that resulted in help being where it was needed almost immediately.
Thought there was tragic loss of life, if the response had not been so swift there would surely have been more.
That London is almost back to normal today is a testament to their efforts.

Unfortunately, targeting innocent civilians makes a far greater impact, especially when done en masse.
If a Jihadist organization wants to elicit change in a country, especially if it is political, trageting innocents (who are voters) will make more of a difference when election time rolls around. Foreign policy can be more easily controlled this way. It doesn't always work, however.
Further, in terms of instilling fear and terror, this is the most effective way to do it.
