Welcome to Customize :D. Well, you got some color matching techniques down but still room to improve. The icons are too default and you might wanna look for some flat blue and white ones on this site. Also you could try to find a Theme or a Visual Style that matches the wall better then the default windows. If your on 98 or even XP you can at least download 3dcc and change the colors of it. The to do list looks nice but the font is diff from all the others and kind of sticks out sorely. Lastly, try zrco's http://www.customize.org/details/31768 rather then the one you have. Keep trying tho, dont give up here.

Browse the other screenshots submitted here to get an idea of things you can do - try to get at least some colour matching and font matching going on. I can see you're on XP, so find a visual style that you like. Try hiding the tray icons you don't need to see every minute of the day. Also show a bit more in a screenshot - an explorer window or at least the start menu.
I would say worry about the icons last because when everything else looks 'together' they add the finishing touch. IconX is a good tool to start off with when replacing icons.
