Haha, this isn't 3DSMax, it's Amapi 4.15 - a free program. Oh yeah, plus extensive knowledge of Photoshop! It's a simple render, well simple-ish, and loads of touch-ups in Photoshop. The fog is done in PS, as well as the lighting squiggles you may see.
