To better understand how an admin rating works I decided to break it down for you guys.. we have 3 boxes 1. creativity. 2 usability and 3. artwork

Now your creativity might score high and artwork might be in the mediocre range but where it falls short is usability. From the many screenshots that we see uploaded each day I can't possibly see anyone taking the time to theme thier desktop around this wall and using for a month straight and this is the reason for your score.
