It's a Visual Style using the colors of the Frozen_Tech theme of www.eshocked2k.com and based on Joe_XP Update 2 VS.

the buttons don't go with the rest of the theme and it lacks polish. Try re-beveling it and adding better shadows. The button colors need changing too.
